Talat completed his MA and PhD in Welsh Language and Literature and Celtic Studies in the Department of Welsh in Aberystwyth. His research was in the historical phonology of Cornish within the Brythonic group of the Celtic languages. He graduated from Oxford in Ancient and Modern History, at the college of Lady Margaret Hall.

He has lived in the Aberystwyth area since 1998, and lived in the nearby village of Tal-y-bont from 2003 to 2008. He briefly lived near Bath but moved back to Aberystwyth in 2012.

His personal interests include creative writing, languages, historical linguistics, and history. He enjoys walking in the countryside. He is a fluent and active speaker of Welsh and Breton. He also speaks revived Cornish, which he writes in a modified form of the Unified Cornish spelling system, and he can speak French (although he is a bit unused to speaking it these days). He has an interest in embedded devices and open source firmware, among various other Linux-based projects.
